An American president must be native born to the United States. I'm not sure but I think the same thing applies in England. The Prime Minister must be native born the England. If this is the case your scenario would be impossible.

If youre talking about Clinton, I think he would make a great PM!!
Generally speaking though, Im not sure.
The British public are very different to the American public, and it would take a real understanding of Britain and an awareness of the differences between the two populations on their part to make it work.
I think that generally speaking, British people are a lot less enthusiastic and earnest than Americans and the approach of some American politicians would most definitely not work over here. British politicians seem to be a lot more cynical and emotionally reserved. Im sure this works the other way too, i.e. our polticians may come across as being too unenthusiastic to win as many votes as their American counterparts. I dont think one approach is better than the other here, I think they are just different.

I guess it's possible if the ex-president moves to Great Britain, becomes a British citizen and then convinces the British voting public that he's qualified for the job.
Kinda unlikely, don'tcha think?

S/he would need to be a British or Irish citizen. And be elected constituency MP somewhere, and work his or her way up in the party to party leader of a British party. Not possible in one lifetime to do both.
