When c) happens, economists say the seller is selling "intermediate goods (or services)", whereas items sold to cuponsumers and government are called "final" goods/services. Website designers call it "B2B" sales (for "business to business").

This is a free market and it is not limited to the international market so therefore you can sell to anyone who is not prevented from their own government from buying your good or service.
