Currently - yes. BUT this is honestly a first. I can't remember the last time I had a boss who knew what the heck was going on. And I know that none of them could've done my job effectively. This is a rare find. The thing is, depending on the level, a boss doesn't necessarily need to know how to perform the tasks of his or her employees. At the highest levels this is the most true. When you reach a certain level you just need to have the people skills to manage a team and trust that people know their function and that you don't have to micromanage their every move.

I'm retired, but my supervisor occasionally did my job when I was on vacation. She didn't do it as well, but she was competent.

Not really needed to know... It is enough if he can get me to do my job, and if need arises, to find somebody better to replace me for good ! That will ensure that I do not try to challenge him even in my mind or private dream !
