Every time I pass somone on the road it is some timid foreigner who is white knuckleing the wheel and can barely see over the steering wheel.

They get there license illegally. Let's face it about 50% of the drivers out there do not know how to drive, and probably shouldn't be driving.
I am sure a lot of foreign people do not have insurance, so they are so paranoid they will get in an accident the are overly, annoyingly careful. But by doing this, though, they cause accidents. I wish they would realize this.

maybe she's nervous because she can barely see over the steering wheel. if you live in America, or any other ethnically diverse location, how are you so certain this person is a foreigner? my mom drives like that, and she's never been out of the country.

that would be a perception issue
it may be that someone new to driving in this country may be unfaimlar with our driving.
( how mixed up would you be driving on "the other side of the road"
in another country
prehaps they are used to seeing kilometers instead of miles or visa versa?
maybe they are unfaimliar with the layout?
but you know what?
a new driver from your hometown may have those same problems.
driving slow cause they don't want to miss the turn
scared of the other cars, esp. the ones whipping past them
insecure about driving.

Some foreign people up here drive slow too...I bet they were taught to drive responsibly
