I would like a rom device that is unalterable that can be used to boot up and go on the internet without fear of anything being done to alter my main hard drive, That way we could do our banking without fear of keyloggers and other spying. Are you with me fellow computer users?

Such type of hardware in basic form is already made and implemented.(ATM) The hardware you are speaking of is very unlikely implemented due to the cost.(Change in new features in online banking may require whole or partial change to hardware).
As long as you do not download programs such as P2P like limewire and visiting non-certified website would reduce your chance of getting keyloggers or spy program by 50%. Also you can reduce the chance of such by 40% if you have good judgment of email. There's email such as Phish mail that impersonates your online service and try to extract password and such. So never click on those or link that provided by email.(You can reduce the chance by never clicking email from you banking service. If you need to go check, go check manually by typing address) Other 10% is kinda 50-50, because it's possible that you can get virus or such from your trusted email from friends and such. Because whenever there's new type of virus, it may not be recognized by built-in virus scan for email.(ex. yahoo mail has norton virus scan for email, but they do not gurantee that email's safe of virus)
So basically there's risk, but you can reduce it drastically.

thats why there is lots of security programs out there to stop getting keyloggers and spyware on the pc.
most people get those by using programs like limemwire etc..
and not taking care of the pc, thinking i'll be safe without having any firewall/anti virus/spyware protection.

i make an image of my hard drive once per month so rather than reinstalling everything i just use the re-image back.

You computer needs to read and write to your HD to be able to operate. For example, for online banking cookies are required to be saved containing your information for verification etc. If your computer or secured website was unable to write to your HD, they would not work... hence the reason you cannot log into most secure sites if you have cookies disabled in your browser.
