Only when the individual liberty infringes on anothers. Ben Franklin once defined the boundaries of liberty saying "One man's rights ends where another's begins."

ex. You may have the freedom of speach but that does not entitle you to stand on MY property with a bullhorn and preach your philosophy. That infriges on my rights!

Lack of individual liberty IS social anarchy. War is not waged by individuals, but by governments. War is social anarchy carried to its greatest extremes. Prisons, corruption of politicians, greed, violence, rape, aggression and bigotry are all social anarchy.

People who have looked deeply within themselves through meditation have found peace. People who expect laws to keep anarchy at bay just haven't noticed how things work.
