If there are mosquitos, they must be laying eggs in standing water. If there is a bathroom that is not used much, flush the toilet regularly , make sure there is no standing/still water in a bathtub or sink, too. Also, if you have a sump pump, check for water. And, the most likely place is the floor drain for the furnace/A/C unit. You can pour a little diluted bleach down the drain. They will even lay eggs in a fishbowl.

The basement must have some standing water in it, I would take care of that asap (as soon as possible) I have never heard of a basement having mosquito's, however, i believe mosquito's like standing water and they lay eggs and hatch. Call an exterminator. Good luck.

There must be stadning water somehwere down there.. That's where miquitos breed. Clear the water, fix the leak..
