Send a letter to the sales manager or sales director of companies. Find out their names first and write directly to them and mark the envelope private and personal.
If they have readily available e mail address send details that way as well. Advert in local newspaper. Pick up a local trade directory or use the library and pick out local small businesses. You can do special low cost deals for them. Follow up any letter you send with a call either in person or on the telephone.
If you make personal calls be dressed smartly no jeans and t shirt. Don't talk in jargon or cliches. These people are sometimes frightened of the PC and jargon that they cannot understand will turn them away without any real effort. Remember not everybody is computer literate.
Good luck with it and just keep going, without let up.

Offer free programs at your public library about websites, selling online, what's new on the Internet, etcetera. Interested parties will attend your talks and solicit your services. Contact the Adult Programming Coordinator or Department and sell yourself as an expert. There are a hundred libraries in your 50 mile radius, so venture out. Best wishes.

Seriously, nothing weighs more than the word of mouth especially by someone who praises your business. Perhaps you can set up a recommendation reward by giving a company a free lunch or something when they refer a client to you. Or find some other insentive for them to refer their friends and families to you etc...

Marketing. Bring fliers everywhere. Have people hang them in breakrooms. Also, bring a little bit of candy or some pens with your name and phone number on them. Marketing normally takes 20-30 days to pay off, but it is quite inexpensive, and would get the word around.

Offer discounts to customers who allow you to code in a little advertisement for yourself at the bottom, like "This website was professionally developed by S-Development".

Normal Way : SEO (Search Engine Optimization) + Banner Advertisements
The cheapest way is the banner exchange (you can exchange your banner with other site owners) contact them and ask them for a banner exchange, this will help you both

You need advertising. I had that same problem (although not in the same line of business) and a friend sent me to www.makeyourimpact.com, and I got an awesome quote... You chould check them out - I'm pretty sure they do it all.

Join your local chanber of commerce. Go to their breakfasts and mingle with people. Its all about handing out business cards and telling people who you are. Its a great way to hook up with people who are also right in your area.
Its kinda boring though, but its worth it.
