Once you take it off, it will come apart. Then clean it up with solvent or gas and put a pint of clean oil in it and reinstall

Remove the air cleaner and drain the oil. Immerse the filter unit in solvent and let soak for a few minutes. Drain and dry with compressed air. Refill oil and you are all set.

Old oil soaked air filter?
Take it off, and use good old soap and water to clean it real good...., then ring it out very good, let it set a day or two to dry and take a few drops of oil, just enough to sqeeze a little out when you ring it out.. and install it back in.
In a hurry, you can use gas and just re-oil..... but soap and water is the best, and its cheaper, less flammable too.

just dump the old oil out,clean out the bugs,weeds and other debris out of the bottom,and refill to the line that should be stamped on the side of the filter housing with 30w oil.
