Before Christ. European calendars were referenced (as best possible) to the birth of Christ. All dates before were just that Before Christ. All dates after that were AD Anno Domini year of our Lord.

My question would be who changed it and why? It was probably for some BS reason. And we all know what that means.

It is still used, just only by Christians. It means Before Christ. It was secularized by historians to BCE because not everyone is Christian.

They also changed AD (Anno Domini - 'In the Year of our Lord') to CE (Common Era) for the same reason.

It stands for Before Christ, meaning just that; years before the birth of Jesus, Our Savior. It refers to the exact same thing as B.C.E., where the only difference is that people are trying to take separation of church and state to an extreme, as if to make this an atheist country or something.
