eveything is hooked up right, is it beccause the timing might be off. Or my i no getting a nuf fuel

Most modern cars can adjust timing on their own to compensate for changes. The bearings could be seized or there could be leaks somewhere in the system that prevent the full force of the exhaust gas from entering the turbo.
Fuel has nothing to do with the a turbo it's all about exhaust gases.

How do you know it is not working? It is a mechanical device that compresses the intake air and feeds it into the manifold under pressure. Since it is driven by the exhaust, it should work when ever the engine is running. If what you are asking is about performance, than most turbos have a waste gate that vents off the excess pressure. Make sure that is working correctly. Also the vacuum lines to the turbo need to be free and unobstructed.

The language you are speaking is preventing the turbo shaft from engaging.

Have you checked to see if the pilot light went out? Ma be out of gas.
