Web browser is a term used to call the programs that you use to navigate the internet (Internet Explorer, Mozilla Firefox and others). Google, Yahoo, Yahoo Answers, etc. are websites or portals, that can be considered browser from some point of view (through them you can browse the web as they give you links to and information to get to other websites).
As for programs I recomend tou to use one of the latest, e.g. Mozilla Firefox 1.5, Internet Explorer 7.0, or any other that is up to date. The thing of being up to date is that they will be more compatible with websites and will show them better.
As for the websites or portals I recomend that you use all you know. For example, I always start searching in Google search engine, as their results are believed to be more effective and relevant to the search terms, but this doesn't mean that I will always find there what I'm looking for. If the search fails there I get to other search engine or to a forum. Yahoo answers is a good way to search in a forum-like application where you can search for human answers instead of robot results (classic search engines). Besides, if you can't find your answer, you can always post one.

Though the uninitiated mostly stick to their ISP packaged browser, some people to think a bit. I have done a presentation on browsers, so after a lot of reserch there is a short list.
As far as IE is concerned, it's a fly net trying to stop virus particles! ActiveX is by its nature unsecure, and what's more is only supported by this browser.
When it comes to performance it doesn't do much better, but still it is one of the leaders by users.
If you hate the engine then perhaps the efficiently powerful FireFox with its mozilla (play on words: Mosaic Killer, their rivals engine) core will suit you. This had the best page load times with only Opera and Safarri coming close.
Though for the most secure and in my opinion best ergonomics it's Opera.

Firefox, because it's fully W3C standards compliant, has tabbed browsing, and excellent popup blockers.
But I think you're confusing "browser" with "portal". In which case I'd say - all of them! Why limit yourself? This is the internet, use whatever's best for the job.
