George W. Bush, since he endeavors to present an image of integrity and morality, and sicne his lies were so consequential.

Otherwise, Nixon was a pathological liar, who was famous for lying early in his career even when he gained no apparent advantage from doing so.

To trulu answer that question I think one must know all the secret truths about each president. Each of our presidents have had their own skeletons in their closets, however one must kow the truth behind those skeletons in order to know if there is dishonesty with in the man we have as president.
We all have our secrets, and depending in the situation I am certain that all of us would be dishonest about them at some point or another, after all not everything in our lives should be privy to the whole world.
There is more to a president than just simple dishonesty. Not all dishonesty shows a lack of being dishonest with the truths that can either make or break this country.
You need to be more specific with your question.
Clinton got a hummer in the Oval Office and then swore to this country he didnt have "sexual relations with that woman".
Now we must decide what constitutes sexual relations. Did he lie or didnt he? Most think he lied and did have sexual relations with that woman as any aspect of sex is sexual relations, when in a sexual nature. Any woman su ck ing any man's d*ck is a sexual act, afteral it award the person receiving it sexual gratification.
Did that man Clinton a dishonest president? A president who would make bad choices for his country?
You neeed to define what aspect of dishonesty you are talking about and how you would like for us to respond.
This is an OPEN question which will encite many answers.

Why is it that lying about sex would cause this country embarrasement? Sure he lied and yes he was impeached for lying about getting a BJ in the Oval Office.. I think what needs to be taken into consideration here is what dishonest president made good or bad choices for his country despit his gettin a BJ in office, or the fact that when someone says offending things about his daddy he decide to go make war on that country.
Poor baby Bush... if he cant play with the big dogs he needs to stay on the porch and out of office.
When Clinton was president we all had decent jobs and they were to be had, gas prices were low.. Bush is a lying cheat who does nothing but serve his own purposes, gas prices are high and there are hardley any jobs, unless you want to become just like him, and lie, cheat and steal your way to the top. Clinton took from the rich and gave to the needy. Bush has taken from the poor and taken from the poor and taken from the poor, and lined his pockets. He doesnt care for this country if he did his actions would show it.
Clinton had his sexual needs taken care of and ran this country good, Bush has a d!ck up his a$$ and still cant run this country.

Between Richard Nixon, and Bill Clinton. I would have to choose Bill Clinton. At least Nixon did the most honorable thing by resigning from office in order to spare us people from embarrassment, and spending millions to get him out. Nixon never was impeached. However, Bill Clinton was! He is still looking through the dictionary, trying to find the definition for impeachment!!!! Poor Bill.

U.S. Grant was the most dishonest. That is why we still have so much trouble with the rail roads. Then it would be W. J. Clinton lieing under oath and being impeached.
The last one would be R. M. Nixion because of Watergate.

I don't know the past, but the current one namely George W. Bush is habitual liar, and lying is the the number one characteristic of a dishonest person, and unfortunately he is called the President of the United States.

Bush for not going for the coalition his father had because he didn't want to let other countries have any of trillions of dollars that were 'SAID' to be in Food for Oil trust Fund. But both of these men have Republican label. My vote goes to Bill Clinton that let oil companies conglomerate again. Who did he pardon to grease his wife's political career. Who did nothing but blow smoke about health care.

The obvious answer would be the 2 presidents who have been impeached.

CLINTON and JOHNSON (the first Johnson)

Maybe the 2nd Johnson he got us into the war in Vietnam by the fake Gulf of Tonkin incident...
55,000 dead in Vietnam started by a Democrat
2,600 dead in Iraq started by a Republican
