yes, even if it has been reported stolen. if u already have verizon service just call the customer service department 800-922-0204 and tell them u want to change to a different phone.
but if u are wanting to start a new line then im not sure thats something a sales rep would know. u can call that number above and ask to be transfered to sales and they can tell u.

you could get a new sim card and then that would change the info to yours, or be a nice guy and go to verizon and turn it in.
