i should be able to write on the paper once its dry. a sort of marble effect but with one colour

you can try marbling or feathering and i think that you're talking about watercolours.marbling can be done in a number of ways,
one would be to drop drops of colour on to still water in a large container(big enough for the paper) , give it a gentle swirl then place the paper on the water for a while. then remove and dry.
another method would be to place the colour in to soapy water, mix it up, blow lots of bubbles and place the paper on the bubbles. you can do this as many times as you want with as many colours as you want and it does not take as long to dry.
while feathering is like the first method of marbeling except that you use a stick like object to run through the water giving you a slightly more controlled effect. other method may be splattering which is basicly using a toothbrush to pick up some paint and running your fingers through the brush splattering the paper. hope that this helps.
