I agree that you need to look in your closet to see what you can work with. Examples;
Red dress (solid color): Buy some horns, a tail, and a pitchfork and go as a devil.
White dress (solid color): Buy a halo and wings and go as an angel.
Black dress (solid color): Buy a hat and broomstick and go as a witch.
Black top and leggings: Buy ears and a tail and go as a black cat.
If you have access to a full skirted ball gown, then buy some gloves and a wide brimmed hat and go as a southern belle.
If you have a short pastel dress with a handkerchief hem, buy pastel wings and go as a fairy.

Just go to a local store that sells costumes and look in the accessory isle. See what's there that you like. Then think about what is in your closet that you can use in the costume.

well first you need to survey your closet, the cheapest way to go is to only buy the accessories you need for your costume for example..
fairy wings, devil tail and horns etc.
and just match these with clothes that you already have
