When Clinton perceives it to be to his own advantage to be the poodle, he fetches the stick. And boy did he fetch it when sticking up for the government after Katrina. Maybe because he knew it would be for the greater good to work amicably with Bush senior in raising money for tsunami victims and Katrina victims. Clinton knows who has the power, so it is more pragmatic to not alienate the Bush family because then he can privately have their attention.
In the following transcript of his interview on Fox news, he pretty much lays blame on W for not going after OBL in W's first 9 months in office or should i say first 9 months on the ranch. If he is a poodle, he is not a very obedient one. Notice, he does not directly attack W.

Hard to say- after all that recent neo-con sponsored Path to 9/11 documentary slaughtered him, but then again he has spent a lot of time over the past couple of years playing golf and being mates with Bush Senior, much to the surprise of many observers.
