my cousin has a pale face and she has a darker neck and she can never tie her hair up as it looks horrible what can she do??

mix honey and lemon in the ratio 1:2 and apply on that area for 20 minutes. wash with water. can be done daily.
apply any skin lightening or anti-pigmentation cream like fair and lovely, 3 times daily especially at night. do all this for 30 days, atleast, regularly.

ok i know this sounds dodgey..... but my ex-boyfriend is black (quite light skinned though) and had patches of lighter skin on his arms, shoulders and neck and he was told by a jamaican guy that brake fluid from a car (NO really!!) would get rid of it better than anything else... i know that sounds a bit disgusting, not sure if id wanna try that myself, but this was sworn to be true!! :o)
