how do i lower a crib mattress?

There should be a lower setting on your crib to put the mattress spring frame..... You need to take the mattress out....unscrew the holders to the lower setting attach the spring frame to the lower setting and put the mattress back in. I am not familiar with the regazzi crib...but having worked with children for 20 years..it shouldnt take you more than 10 minutes and a couple of tools.
