Formal attire for a guy is a suit, so find a tie and jacket to go with your shirt and slacks.
If your date is wearing a colorful dress (not black or white) then get a tie to match her dress color with black stripes or pattern. If she's not in a color, then get whatever you want, but add some color. All black can look morbid, and not festive enough for a formal dance. So either get a colorful tie, or change your shirt color to something else, either white or a fashion color shirt.
Then get a black jacket to go over it.
If you are still stuck, ask your date what she is wearing. If you don't have a date, ask a female who you are close to, i.e. mom, sister, close female friend...what she thinks looks good on you.

If the event is really strictly formal, then it's important to be in full regalia. A formal wear for the prom would consist of:
1. Black short coat with silk (ribbed) or satin lapels
2. Black pants
3. White dress shirt
4. Black silk bow tie
5. Black cummerbund OR low-cut vest
6. Black socks
7. Black leather shoes

Usually Homecoming, while formal, does not require a tuxedo. Still, nice slacks (not jeans or docker-like material), a button down shirt with a collar, nice dress shoes, and a tie + jacket are appropriate. Of course, you can do variations such as color in the shirt, different styles of ties (bolo, traditional necktie with an off-setting color, or a bowtie), vintage style shoes, and different cuts in the jacket are some ideas you may consider.

That sounds good, but to pull it all together, you should wear a white tie and a black fedora (hat) with a white band. That would look so good!

I would say a tie and depending on your plans maybe even a jacket, if your taking a date try to somewhat match up to her dress.
