there are certain names that deal directly with the compuet for example exe, con, and some others. Therefore when you use it the computer may get confused on the location of the file or what it is so that is why you can't do that.

you can if your a programmer using c++, and probbably other languages. not sure why windows wont let you do it. there is probbably a secret folder somewhere called con that take one penny from your bank account and puts it in bill gates account.
or more probbably is that you have been downloading torrents or illigal files on your computer, and you have been tracked. this is what i do at work and its used as an attachment when your computer is ferensicly inspected!

It's called a reserved word.
some names you cannot use because your system (XP) is using them for another purpose.
Con, Prn, Nul, Aux, lpt1, lpt2, com1, com2

this words are reserverd for DOS Device file:
CON, PRN, AUX, CLOCK$, NUL
COM0, COM1, COM2, COM3, COM4, COM5, COM6, COM7, COM8, COM9
LPT0, LPT1, LPT2, LPT3, LPT4, LPT5, LPT6, LPT7, LPT8, and LPT9.
