Basic necessities are more then just food. What is a necessatiy for one may be a need for another. Everyone in this world is not the same and we can't say what the world would be like if we were. People would have a different mindset if they were raised with different values. My toilet may not be a necessity to someone else, but I feel I need it.

It would be a better world if no one spend any money on anything besides basics unless all had food, clothing and shelter first.

Well for one thing, we'd all be running around naked sooner or later, because clothes do wear out. Still if we were to expand the necessity list to include clothes, a place to live, utilities, and other daily expenses, we'd all have bigger bank accounts.
