Like in a program that lets highschool grads volunteer or something?

Yes.

My younger brother, who is 17, finished high school a year early. He decided to study in Spanish in Mexico for a year before going to college. His program only has four hours of class a day, and they have social service volunteer opportunities, cultural activities, sports teams, and a lot of free time just to travel around and see the country.

You can apply as an exchange student. But you will really have to go to school in order to stay in the country.
