In case the rat gets hurt. Kitchens are very dangerous places for our little furry friends.

A rat in a restaurant will pose a significant health risk. It does not matter where the rat come from, there could be others present. If the restaurants are side by side then the rats are living in the gap between the walls, and therefore have access to both restaurants.
The fact that the inspector was in one restaurant and not the other is immaterial, the hole and any rat droppings have to be eliminated, and if that means shutting down the restaurant while it's done, then that's what they have to do.

A rat pees everytime it walks. I work in a hotel where one day a chef dropped a piece of meat on the ground, he then picked it up and put it on a plate. The only thing that would make that worse would be if a rat had been running around before that... And do you really think that the rat came just to see the Health inspector??

Rats are VERMIN, dosn't matter if it belongs to the restaurant next door or not, there are possibly rats droppings all over the floor out back, do you REALLY want to eat from a place that hasn't bothered to sort this out, if it is the restaurant next door, the owners of the Turkish one should have reported them, its unlikely this is a one off incident. Anyone who runs a food business has to adhere to strict regulations to prevent food posioning etc, and this is how it should be.

Rats of any type are actually not meant to be everywhere in a eating section. As a proprietor you may observe of that. yet considering which you're making a valid element approximately them keeping wild mice and rats out then purely placed them away while the inspector is there. or you will get close down. purely curious, the place are you placed??

If a rat ran out in plain sight with the lights on and people moving , talking , that shows infestation . Only a badly crowded rat would leave it's hole at such a time or a very hungry one .
The Health Inspecter Knows rat habits and looked for other evidence such as droppings ( rat turds ) chew marks ect

In many countries they do close down the restaurant until the origins of the rat can be determined -- fair or not. Like so much of the law, it's political expedience, not justice.
In some countries I've lived in, they eat field rats, so no problem.

I'd think that if there were holes to run through the rat would not be too loyal to either restaurant, it'd go where the food and safe places to nest were and that might change several times daily.
As for why they close a restaurant down...think rat poo, think black plauge, think ecoli.....think about another turkish restaurant.

The rat came in because there was obviously a way for it to come in, (there shouldn't have been, if that rat could come in, think how many others could). Also it would have come in for something to eat and if the place was dirty and there was stuff to eat on the floor it would bring it's friends back with lots of nice diseases!

Rats and other vermin carry all kinds of illness, bacteria, little pests of their own...and they are not known for being litter box trained or anything like that! Have you heard of hanta virus? Okay, that's deer mice, but still, same idea. They are dirty, they are nasty, and they will make you sick. They carry fleas that carry larvae for tapeworms and other illnesses. Do you really think it is a good idea for a place that makes food that you put in your mouth, into your body, to have infested vermin running around over work surfaces and such? How do you know that rat feces and hair and saliva are not falling into your food, if the kitchen is infested? Thanks, but no thanks for me! I'll definitely take the clean restaurant!

I dont care where it came from or whose it was, or if it was the savoy or the local greasy spoon, if there was a rat in the kitchen I would expect it to be closed down immediately. What a question!
