Yes! You need to have a domain registered or hosting on third party server so you would need the url address of the server .. without that how would other able to fetch your webpage?
eg: www.geocities.com is free hosting for personal page or you can have your own domain and web hosting from host providers.

Yes, if you're going to send your web pages to a web server you need to know the address of the web server...it's kinda like making a phone call...you need to know the phone number, you don't just pick up the phone and talk. Unless you want to talk only to homland security.....
