Well first you need to know HTML, the basics at least. Then try to use programs such as FrontPage or Dreamweaver. After you creating your site, you have to upload them to a host, sample hosts can be Yahoo, HomeStead, Geocities and the like.

theres plenty of free websites out there like free webs,geo cities, and sometimes ou get space with your service provider. Or just search for it on google. just be careful you dont sign up for the paid or service. these are the ones that give your more choice and no pop ups on your site but you have to pay for that privilage.
