I suppose at times you have to be cruel to be kind which is the same as been tough and tender, I much prefer tenderness myself but I can put up with toughness too.

I think the old saying everything in moderation comes into play here. Toughness is required at times as is tenderness. A healthy mixture of both is the way to go

Yes, often. The principle is that toughness should encase tenderness until tenderness is ripe and firm enough to stand the outside world full of all seasons - breezy summer, lonesome autumn, cold winter and unpredictable spring. In this world I lived with fear then toughness held my tenderness dear etc.

even the toughest need to rest the greatest concerto's have strong and soft . I find there is more happiness in tenderness a quiet gentle spirit is rarer than gold . I believe tenderness is better than toughness.

It depends.
For a kind heart it's tenderness which is better and for someone harsh it's toughness. Both of them can't live vice versa life for long, in any condition.

Years ago someone said, 'Talk soft but carry a big stick.'
You can over do it though.
Once on a troop ship I sang with the band one night all though their repertoire. The next night I knocked out a heavy weight in the ring. It was a needle match as well!
His regiment suffered abuse until we landed when he pulled a knife on me.
Another wrong move.
I also looked gorgeous then so my wife told me?
Nowadays I am old, straight backed and ready to attack the first male who attempts to hurt anyone.
I wouldn't win and I would end up in prison, but you can't change what you are, and that is how I got in trouble on the troopship. Looking after a stranger.
So I say it doesn't matter what you can do as long as you do it honestly and with good intent.
Anyway a lover beats a fighter any day.
Forget what that's like really?

Depending on the situation, I'd think......
Normally I'd say no, but being the mother of two boys, sometimes toughness is much more needed than tenderness....

That's a bit of a ying and yang question. Having lived with too much toughness I would say tenderness is a far superiour human quality.

It depends. In respect of children, the parents must be tender in allowing them to grow up with freedom, but be tough to prevent them go astray when there is sign of turning freedom to license.
