Nope.
Formatting will not help unless you're being hacked through a program already installed on your computer. Even that is a waste of time given the antivirus tools available out there.
I recommend Nod32 as it is the most superior anti-virus program out at the moment. It will even check files on your computer for hidden programming syntax that reads like a virus or worm would, and not just a list of known viruses that other programs look for.
Most importantly, formatting will only change your IP because your connection with the internet will get reset... but if you have a static IP then it won't change at all.
If you have a static IP then request your isp change it. Otherwise your IP will change EVERY time you reconnect to the internet. If you have a 'continuous' connection like broadband, your IP will usually change a couple times a day on its own.
You can force this change by unplugging your modem/router, waiting a few minutes and then plugging it back in. It will then take a few minutes to reconnect to your service provider.

If you are using a home computer your IP is assigned by your ISP.
Ask you ISP if they offer proxy services to their customers.
If you are using a business computer your IP is usually assigned by the System Administrator. Ask that person.
