It's not necesarily race becasue there are dark skinned Asians, Africans, and Europeans.

Ok, I think i know the reason. It just has to do with the old colonial thinking! People who say they dont at some point, see a dark skinned person and not think a negative comment are lying. I think its just something that will take a while to wither away from our conciousness. Racism became more prominent during the colonial periods so i think that might be why you think so. Im asian and i have to admit that sometimes i notice european tourists talking to me or looking at me in a condescending way, whether they realize it or not, so i cant say that your question is irrelevant

The "world" means everybody on this planet. With all my respect, your question might be misleading - do dark skinned people hate themselves too?
We can not generalize like that. Yes, there are people who like that about dark skinned people, others hate Asians, third Arabians etc. I see the reasons in the disability of some people to accept those who are different in some way, plus others are afraid because they are ignorant - often we are afraid of the things/people we do not know. Hate towards a whole group of people and even more just because of such an insignificant thing as a skin color shows lack of intellect, insecurity and ignorance.

Honestly it's not the world, it's people within the world.
And I have no issues if someone had pink polka dotted skin. We are all part of the human race!

What is it that makes you think that the WORLD hates them?
I for one don't hate them.
In fact I really don't hate anyone, I hate things that people do but not the people as a society.
I hate the French government for what they did during the Gulf war, Desert storm, and Iraq. But that was the governments doing and not the French person.

Ignorance and fear of the unknown. This will change in time as we are more educated and enlightened. Teaching the children that we are all the same will bring changes in attitude but it is a slow struggle.

I don't know why people are that way. My best friend is African American and has two young kids. When we are out shopping or such I do find people treat her as well as myself differently. Just plain rude and ignorant.

because seeing things we don't understand makes us feel threatened.
people don't commonly understand that skin tone is basically just the results of evolution the changes the different colours of skin depending on environmental conditions.
but remember "everyone is black when the lights are turned off" ;)

The same reason they hate fat people, poor people, sick people, other races etc.
Some people hate everyone, but you don't have to be that way. Make a difference.
