The belt should definitely match the shoes, but you might want to consider a different color button up. Maybe something black with a goldish tone, there are also shoes that are black with the gold tone to them. If you do that then you could go with the black and gold belt. I ramble so I hope I haven't confused you =)

if you're thoroughly set on leggings, then i'd flow for black, a colored legging would detract from the gown so black's the suitable shade. in spite of the indisputable fact that, would you probable evaluate donning tights rather of leggings?? tights look sooo a lot nicer with outfits than leggings i imagine (they only look somewhat smarter and as they are thinner textile they are extra flattering!) and also you'll nevertheless be protecting up your legs if bare legs are a diverse no? :)

I always stick to the rule that shoes, belt and bag are the same colour maybe I'm wrong but it always works for me.

wear the gold and black since it will have both colors you have on in it,
and you can wear the gold one next time.
