One can break this down into types of guns. In World War II, Germany made a giant cannon that was never used. It was unwieldy. Some that were used fired shells 35 miles or more. As for rifles, the .700 Nitro Express is quite powerful. There are some nominal 4 bores that fire 1/4 lbs. conical bullets. A true 4 bore shoots a 1/4 lbs. lead ball, so the guns mentioned are really 5 to 6 bore. I read about one that weighs 24 lbs., and the recoil is 212 ft.-lbs. Want to shoot it? That wasn't enough for Sir Samuel Baker. He had several 4 bores in Africa, and he had a 2 bore made. It fired a 1/2 lbs. shell. He said that when he fired it, he spun "like a weathercock in a hurricane". There are big machine gun and anti-tank shells, e.g. .50 Browning MG and .55 Boys. How about pistols? I have a .44 magnum S&W "M-29" and a .500 Magnum Linebaugh "Bisley". The latter is much more powerful than .44 and .45 Magnums. There are other .500 pistols now, but the custom Linebaugh is the most powerful. The British made a .577 revolver. Tops is the .73 Alex Henry howdah pistol. It's a double-barrel with such huge cartridges.

Hand gun or rifle? Another thing to consider is the various ammunition that can be used. Hollow point bullets will create a different kill pattern than a regular bullet. You also have "armor piercing" ammunition. By most powerful do you mean which firearm will launch a projectile the longest distance, which one will leave the biggest hole, or which one will penetrate the deepest into it's target at a specific range? Firearms are designed to do different jobs. For instance if you are firing at close range you might consider a shotgun the most powerful gun in the world based on the damage it does to it's target. Meanwhile a rifle might leave a small hole in the target while the projectile continues to travel at a high rate of speed. To give you the best answer you would need to define your question in more specific terms.

It depends very much what do you mean by powerful. The definition of the word depends on tactical and/or strategical considerations.
In the front line of development, the laser guns will fit the target. Here is a critical discussion of this type of weapons

Chinese development of these weapons is discussed here:

But you should also look into microwave weapons

If you're taling about a gun that one person can fire without mounts, etc - it's likely the .50 cal - which is available as several rifle models such as the 50 BMG. It is actually an anti-aircraft gun, but it is now used on personnel and as a target rifle.

Technically a 'gun' is a crew served weapon such as an artillery piece.
If you mean another firearm the answer will vary on whether you mean a pistol, rifle or other firearm.

Powerful in what sense. I would think a bazooka would be pretty powerful. But, you might want to re-classify such as hand gun, rifle, shot gun....etc...etc...
