Hi,
We used to make paper mache projects when we were younger. You need flour, water, & lots of strips of newspaper.
See the link below, it has several recipes you can use.
After your creation has dried, you can paint it and decorate it. We have made bowls, costumes, pinatas, you can even cover balloons with the paper mache. Let your imagination go wild.

Use a simple mixture of flour and water. Mix one part flour with about 2 parts of water until you get a consistency like thick glue. Add more water or flour as necessary. Just eye ball this. Mix well to get out all the bumps. Add a few tablespoons of salt to help prevent mold! Use strips of news paper this works well. Put it on a balloon and after it is dry pop the balloon . Then you have a mold that you can work with.Try and good luck.

Paper, water, and glue. Experiment untill you get the consistency where you want it. I always used newspaper.
