FYI, a butt-rolly is a cigarette you make out of all the little bits of tobacco left in the cigarettes in your ashtray. I used to have to do it all the time.
What was worse was I couldn't even afford papers. I used paper from my sketch books and held them together with moisturiser.

No, BUT I have picked up a half-smoked cigarette out of an ashtray and smoked the rest of it....wasters! I can't stand that.....

No but I know people who do. Why not, if youre gonna pay $7.50 for your poison, you might as well get every bit you paid for.
As 4 the papers though I dont know about that.

I live in the ghetto and people do it all the time.They will even pick butts off the grass outside.

fortunately, i've never had to do that myself but i do know of people who just do it to get their full moneys worth...dunno about the moisturiser though....i guess you'd have really soft lips?
