The rich get richer and the poor get poorer...I think it's one government's failure to address that problem that creates tensions between the 2 classes. Some countries favor the rich and some policies are geared towards the rich.
I believe that the masses should consider decentralization in which every small community can support itself without much of the government's help.
An example would be a community and a group of NGOs would facilitate a school for children and adults who cannot afford to study in a university. Some income generating jobs such as food preparation, crafts and other things can also be taught to them as well. In the future, they would be able to contribute something for the development of a country.
The government should always allocate something for the masses, otherwise, there would be unrest for the people because they feel that their government can't help them so I suggest decentralization

Some say that inequality began with the creation of surplus. There have been anthropological arguments that suggest that when "primitive" (that is, societies that pre-date recorded history) cultures began to create surplus it created inequality. For example, one community with a surplus in a crop may attract the attention of another community in need of that crop and the two may establish some sort of trade relationship. Invariably (either through drought or greed or necessity) said relationship would become damaged by the relative scarcity of said crop. Individuals within the crop-bearing community would also begin to monopolize control of the crop within the community, determining through whatever relationship who gets the crop and who doesn't.
Now, some argue that inequality is not an inevitability but the product of a market economy in which people must compete for goods, services, etc. There is, after all, no evidence to suggest that primitive humans weren't cooperative or egalitarian. Present-day nature is also rife with examples of cooperation which would dispel the myth of nature "red in tooth and claw".
But there are others who suggest that it is the natural tendency of humans (and nature) to be competitive and that private property and market economies are but one expression of that innate quality--hence, inequality.
The good news is that sociology is, if anything, the study of why things don't have to be the way they are.

All societies have inequalities. Even the former USSR and China and Cuba. You think Castro and his family live the same as the rest of the Cubans do. All life is competitive. Some people have more ability than others and get the best things including pretty women, money, goods, jobs, etc.

The main reason for inequalities in society date back to when men were physically stronger than women, so they controlled them. They are still controlling the history, the physical world, but women are finally seeing that their powers of perception and healing are at a balance with their male counterparts' knowledge and desire for ascendency.

could be the illuminate manipulating society with massive corporations taking over the money markets and seeking power inevitably taking over governments promoting the one world order. The obvious existence of poor people (whom we will always have with us) is used to manipulate society into towing the line and acting in the way the people with the power want. Create fear and rule.

the free market system....
think about it for a minute, if every man woman and child, woke up tomorrow morning, and found they had exactly one million pounds in their bank,
do you really believe that one year hence, they would still have it ? - no!!
their would still be those with more than they started with, and those who found themselves in debt!
"free market" + human greed, and stupidity
