One sticks its ray gun into anothers plunger. The baby dalek comes out of the bottom. Cybermen are gay and only do each other.

The Daleks were once a humanoid species called Kaleds, and towards the end of a centuries-long war with the Thals (another humanoid race they shared the planet Skaro with), the Kaled cheif scientist Davros deliberately mutated several Kaleds and built those familiar travelling machines for them.
The Daleks multiply by cloning the organic component and, of course, building more casings to hold them.
As for cross-breeding with Cybermen - who knows? Keep watching!

daleks multiply by touching their ray guns together. They tried going out with the cybermen but the height difference made dancing difficult.

Darleks are manufactured by davros and no way they should cross breed with the cybermen that would ruin the breeding stock.
