I can hear the fan stop but I can hear and feel the air still moving thru it. Then when I adjusted the temperature, the guage has a constant electric current going thru it. So I have to turn the button OFF to adjust the temp setting. Then turn it back on.

inside the back of the unit there is a compartment with the electric controls - it sounds like the contactor is jamming up, this is the only mechanical device that most of the incoming wires join to. It's operated by eltro-magnet and locks in a down position to allow electricity to pass through it and releases to interupt the circuit to the fan motor and compressor. IF not, you may have a short in the compressor tht is none repairable.

Well the fault may be in your wiring!!! The live wire is supposed to be cut off by the off button so that there is no current in the appliance, but instead electricians, due to carelessness swap the wires and this kind of problems arise.. you better check it out with some electrician.

Get a new system, this one sounds like a safety and fire hazard. Especially the shock thing.
