No it is misunderstood and under appreciated.
Break down love into caring, honesty and trust and then you understand how to find it and having it you learn how to appreciate it.
The whole fleeting and elusive thing is dealing with timing which only becomes a problem when one person who has found love is pursuing another person who has not found love.

Infactuation,is more fleeting and elusive,love takes on many forms and some can be elusive,but true love is never fleeting,true love schould last for ever,if it dosent,then it was never true love in the first place,just infactuation.

To Neelia , I say , if you are talking about true love , never can be elusive .. it is just like the sun .. I usually say (falling in love is like feeling the sun on your both sides)... That is true love

it's everywhere and in everyone. it's having the ability to transfer every angle of love to certain personal beliefs and people that is hard.compare you with a taliban elder and from my view this answer has only just begun...
