Sorta, but not really. Electronic Data is sometimes owned , if the owner releases the Rights to the Public Domain, it sorta is. But there are normally some stipends, like This data can be Freely used but may NOT be sold. See thats the whole idea behind Public Domain. Free Thinking Free Thoughts Free Ideas no corporations allowed.
No some Corporations will use the information of the GNU and FSF but they will then claim it belongs to them and they charge for it. Goverments have done this for years.
At the wiki is a link/URL that explains the FSF.GNU and Open Source rules as they apply. Every object may be a little different, Ruby use to be Open Source and all, now it is partially owned.
If you want the images, I suggest that you pay an artist to draw or paint some Originals for you and sign a Legal Binding Contract that gives you 100% Exclusivitey Ownership of the Content Rights, then you can use them any way that you wish, as long as it is not used on a OS that has a Propietary Lisence and EULA that you agree to.
Catch22, and we keep buying cause that is what we were trained to do.

public domain is information that has been released into the public domain, or for public use, there isnt, as far as i know, an actual public domain

Wikipedia is free to use, though im not sure about images

all information that is created, is copy rioght to the owner, so using naything, especially commercially, you would need the express permission of the owner.

There are many sites that hold royalty free images, these have had the permission of the owner to be used in any areas

cheers
