It is based on lots of things.
1. The network traffic while accessing the internet
2. The website has a less capable server which takes more time for serving the user.
3. You are trying to load web pages that contains multimedia contents.
4. The page you are requesting is designed using lots of tables
5. It tries to insert images that are a part of another site or page.
At your end
1. You might be accessing the site via a proxy
2. You might be accessing the site via a firewall.
3. You have enabled certain malicious script filters so everytime you visit a page it will look for some malicious content.

Basic problem, slow server, high bandwidth utility due to ahost of reasons including worms and virus, a slow pc, due to some problem with your harddisk/memory. Big web pagesize, with lot of scripts, images, ads etc or even a dns problem, as your browser may not be able look up the web page

Mine are always fast unless I'm having a problem with my wireless connection or the web page is having problems. You might want to check your connection or upgrade to a faster one.

Because their codes are not optimized or valid, your connection might be slow, slow dns resolution might occur and lots of things affect this.
