What is actually "political thought"? Is it philosophy? or doctrine?

English is not my mother tongue, obviously. I need a synonyme of this phrase . it seems to be a discipline studied in the schools.. but i can't imagine it's equivalent in my native language.

In theory it is argument. In execution it is law, or policy, or a rule.
