Well, i guess there should be a sponge bob theme involved. Definitely a cake and some sponge bob party favors. If the party is going to be at home, there are several things you can do. One nice thing is to have a scavenger hunt. You can hide some inexpensive party favors and let the kids hunt for them. Just insure everyone wins something. You can make your own Spongebob paper mache pinata (spelling). Kids love to wake the crap out of things. You can go to the dollar store and pick up some water pistols. This is an entertaining way to spend a half hour or so in the yard.
I am not sure if they love arts and crafts but i loved when my mom would bring home a huge roll of white paper and would roll it out on the floor (I am talking big, this thing was at least 12 feet long) and we would get a few boxes of crayons and each kid would get his own section to draw on. You can turn it into an event by trying to get them to draw a story, starting on one side of the paper and working to the other. Have the story made up in advance and divide it into equal parts. Tell the kid which part is his/hers and assign them the correct section on the paper.
I would have the party around lunch time so you can do a lunch theme. Grill out some hot dogs with chips and drinks. Or have a deli or pizza, although this is usually a bit more expensive. I know kids love the 3'-6' subs from Subway.

How a bout buying sponges and some arty bits and pieces and have a create a sponge bob competion? U could also the set the party beneath the ocean and decorate the room in blues and greens. Food could be fish fingers and the like?

For something for the kids to do...
Keep empty food boxes like cereal, rice, mac n'cheese, have the kids make their own Spongebobs. You can have construction paper and paint or whatever, keep in mind if you let them use paint you will need a messy area and a place for them to dry. You will also need to do them early so they have time to dry a little before they take them home.
Have kids make their own burgers or sandwhich cookies and see who can make one look more a crabby patty, use different kinds of candies and icing for the cookie ones.
Use plain Yellow balloons to decorate with and use Sharpies to draw SB face on, or have the kids do it and let them judge who they think did the best one.
Do a relay race with spatulas and make parts of a crabby patty. Use foam pieces or cardboard to make identical sandwhiches for both sides. Each team has to see who can build theirs the fastest. The first kid does the bottom bun, puts teh spatula in his mouth then picks the bun up, without using his hands he has to place it on a plate accross the room, the next kid does the next layer, etc. Borrow spatulas from friends to have enough or use sanitary wipes between kids, just have 2-3 per team if you can.

if he likes spongebob..you can make the party situations juz like the bikini bottom on spongebob movie...all of the accessories, baloons, cups, cakes, etc will be spongebob theme too..it will be fun
