A Double Bass is the largest of the string instruments and because of its size sounds the lowest notes - hence "bass"!
A cello - actually called a"Violoncello" is the next size up from the double bass, and is the third largest in the normal string instrument section of an orchestra (the others being the violin - top range of notes, then the viola - a bit bigger and sounds normally an octave lower). Whereas the violin and viola are held "under the chin", the 'Cello stands upright on the floor and the player sits almost astride it 'from the rear'- with one knee on each side of the instrument. Being the third in the 'family' it also sound another octave below the viola, and the double-bass stands upright as does its player. Just so that nothing gets lost in "translation"(!) an octave is eight notes up or down from wherever you start, and all of the strings can be either plucked or bowed.

The double bass and the cello both belong to the string family as do the viola and the violin. They all look the same apart from the size. Violin is the smallest then next in size is the viola. They are both held under the chin. The cello is much bigger and stands on the floor and is usually played seated. The double bass is the largest and is played standing up. It's the one that is usually playing the bass in an acoustic jazz band but is mostly played by plucking it with the fingers in this musical genre. The cello has four strings tuned to C, G, D, and A. The C is the lowest at two octaves below middle C. The double bass usually has four strings at E, A, D, G, the same as an electric bass. The E is the one that is below the lowest note of the cello. The cello is tuned in fifths and the double bass in fourths. It can sometimes have a fifth string that is tuned to a lower B or C to make it have a range that is about an octave below the cello. The violin and the viola are both tuned in fifths with the violin having G, D, A, E starting at G below middle C. The viola is C, G, D, A, starting on C one octave below middle C. The upper range of each instrument depends on the skill of the player and is usually around three and a half octaves.

A cello is something you can transport without too much difficulty. You can even take it to parties. For a double bass you will have to invest in your own transport!

A double bass is more expensive, because it burns longer.
But I believe the Double bass is one octave lower then a cello, but it's more guesswork then real knowledge.
