Not really. You can only do that if there is A SPECIFIC LAW AGAINST IT. But you can hold them for civil liability. You can persecute them with defacing your personal property but again there are few chances of you winning as there is no specific law against trees that shed their leaves in your backyard.
The best solution would be to talk to your neighbour and experss concern instead of going to war about it.

Dear, trees are god's gift to the nature. You cannot live in this world
without trees. Be a good neighbour . He will be always helpful to you (even if he is your enemy) in case of emergency than your distant relatives. If you have much problem with the leaves tell your neighbour about it and he will allow you to cut the branches.

You have the right to trim the branches of your neighbor's tree that are over your land.
Beyond that, no. Unless the place you live has a law, or court decision, that says differently. But you didn't say where you live.

LOL -- I deal with this every year because the one neighbor is too darn lazy to rake them up. Unfortunately, if I threw them back they'd return. So I don't frustrate myself. You could separate your lawn with shrubs or a fence if possible. If you get along with the neighbor then talk to them.

Yes if a few lousy leaves are more important to you than your human being neighbors.

You can but.....it will piss your neighbor and probably blow right back into your yard. If you do then whats to stop him from dumping his leaves in yours? buy a mulcher instead.
