If you want to just make a page you can use Word for Windows and SAVE as HTML

If you buy a site they often have web page making tools available.

geocities.yahoo.com . I've tried all the free webbuilders, and this one is the easiest to use with the most options. You can use templates from pagewizards or start from scratch with pagebuilder. Use the advice about planning it all out first though - it sucks to have to redo it everytime you have a new idea!
