It appears to be used in German to mean agency.
There is no English usage.

In Latin there is a verb "agere" meaning such things as do, conduct, drive, with a number of other usages. In the form "agentur" it may mean "they will be done".

As an agency gets things done on behalf of others, that may be the origin.
