Because they really want to die in a house fire.
It's night, you hear the smoke detector and you try to turn on the light but the fire has cut off the power. Now how do you open that combination lock? Think about just trying to do it in a panic as well...

If you live in high rise buildings and in a housing Estate called Bentilee in Stoke on Trent, you need to be extra paranoid and you need to put double combination locks on all doors in your place.

Or just really stupid and could end up locked out of all the room in their house. Hee hee!

Becasue it is rare for a thief to come in through the front door? Or maybe the rooms are for rental use by the hour!

We used to have this arrangement to prevent my brother's schizophrenic girlfiend (yes I did want to use this spelling) bursting in at all hours of the night and ranting at us.

Perhaps they have teenage kids who really want their own privacy, or if you have room mates and you don't want them coming into your room.
