I need a garden cart, it can be steel or plastic or a combo of both. I don't want to spend a whole lot of money on it. Itried Lowes and Home Depot, but they are too much money.

The home in your heart is a good place to find. As for the garden cart you need, why not make one out of discarded stuff in the dump or second hand stores? Wooden furniture, bicycle wheels, shovel handles, a few tools and a little time and paint. You can make it to suit your own needs that way. Just a thought, draw it up and plan it yourself, you could bring a tape measure to Lowes and get an idea for dimensions and structure, although I don't suggest an exact duplicate, simply out of respect for the designer of what's there. The satisfaction of such a thing should add to your joy of gardening.

Check out garage sales, the flea market, or a second hand store (goodwill,salvation army, etc.). You could even take a peek at the dump.
