An optical mouse can do this if it is being used on a surface that is too shiny, or if the bottom of the mouse is dirty.

This is because an optical mouse uses its own light to track where its going on a surface. If there is too much light reflecting back off the surface, or if the mouse is dirty, it can get confused.
