Most of the people speak with an English Accent? I'm not stupid, I know stuff like Harry Potter is supposed to be in England or whatever. But who decided that aliens or wizards have English accents?

Theatrical license. Same reason why in gladiator moves the officers speak proper English, while the common soldiers speak with Cocney accets

Hollywood likes to cast English actors as the bad guys, so guess we get the Aliens and Wizards too!

and pompous ones at that.. it really does beg the question ... perhaps Hollywood wants to return a favor or two to the English.. perhaps they don't wish to be blamed that they are imposing the american idiom so they try including english accents .. another possiblity is that they wish to imply aliens are landing in Europe as well (rumor has it that prior to visiting this planet, aliens must get clearance by the Oxford U. on their proficiency on the brittish idiom)

Poetic license. Aliens and wizards are English, super heroes and world savers are American. It's how it's always been.

Because British speaking actors speak with authority, no slang. Their use of our language sounds cultured, and intelligent. We automatically respect one who speaks that way. This gives credence to the imaginative movies.
