It depends on a number of factors. I'll try to explain.

First, the crux of the issue lies in the status of the "inmate." If the inmate is being held on a Utah felony probation warrant, then Utah can wait until he discharges his time in the state he is currently in.

If he/she committed a crime in Utah, fled, and then charges were filed, he/she can file with the Warden of his current imprisonment a request that a final disposition be announced on Utah's detainer. After he does this, Utah has I think between 30-60 days to come get him/her, or drop the charges.

There are other variables to consider - variables that complicated beyond this point. One excellent resource is the "Uniform Criminal Extradition Act" or "Compact on Interstate Detainers." All the States have entered into a pact to uniformly address extradition issues. On the Internet, find Utah's or the inmate's current State's laws and enter the above mentioned Act, or even type in the Act on any search engine. You'll find you most accurate answer there.
